If your phone is stucked in Emergency mode then, you can try pressing vol+ and home button and hold the power button for 2-3 seconds to turn on the device, if this works then you can retry installing 2.3 OS on it otherwise you have to contact LG service center.

Well if you are not able to upgrade the device from the official link then you can try the manual procedure to upgrade Optimus One to 2.3.
          • Download the Gingerbread firmware from here http://csmg.lgmobile.com:9002/swdata/WEBSW/LGP500/ANEUBK/V20e_00/V20E_00.kdz
          • Now download the firmware updating software from here:
          http://www.mediafire.com/?jkk2dwewjmfz346
          • Download the pc driver from here:
          http://www.multiupload.com/QU8
Now once you are done with downloads uninstall all LG related software from the PC and install the drivers that you have downloaded from above link. After that reboot the device and extracts firmware file i.e. KDZ FW UPD EN.zip and run the file “msxml”.
Now enable USB Debugging from phone settings, connect the phone with PC and run KDZ_FW_UPD and once the software window pops up select “3GQCT” and after that select the phone mode to “DIAG” and select “V20E_00.kdz” file in the KDZ file and hit “Launch Software update” button.
If everything went perfectly then your device will be running on 2.3 once the update process gets over in around 10-15minutes. If you get any error message then reset the phone and repeat the installation process once again and make sure to take a backup of the device before you begin. All the best  !!
